At a 2:1 armor-to-damage ratio, the weapon will deal 39% damage. The lower the weapon's damage, the greater the damage reduction. It may have also copied the 20% mechanic, where DT can only reduce the damage to 20% of displayed value. I think it probably works similarily to the DR mechanic of FO:NV, where DR is applied first, and then DT is reducted from the remaining damage (in this case, health is reduced from the armor). This is not actually confirmed, so take this with a grain of salt, but it would explain why my 1 END character at level 10 is still ridiculously tanky against weapons that should deal enough damage to still cause significant harm to the operator through T-45 armor.
